Fisker Group Inc (Fisker) is recalling all 2023 Ocean vehicles. The instrument panel displays the incorrect font size of the Brake, Park, and Antilock Brake System (ABS) warning lights, and displays certain warning lights in amber instead of red. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard numbers 135, "Light Vehicle Brake Systems" and 101, "Controls and Displays." Additionally, multiple warning lights fail to illuminate during the ignition cycle bulb check, failing to comply with the requirements of FMVSS 138 and 208.

I am $851 out of pocket for repairs to address NHTSA mandated recalls. Software updates have not fully addressed all issues, notably excessive and distracting repeating audible and visual driver alerts related to ADAS failures, especially when raining, dark, or driving into direct sunlight. Vehicle was subject to multiple recalls (software: 24V865000, 24V623000, 24V405000, 24V404000; hardware: 24V499000) manufacturer is bankrupt, zero follow-through from trustee / administrators to enable me to get these recalls addressed. There is an "OTA" team who are responsible for delivering software updates over the air. They are opaque, uncontactable, and appear to operate beholden to no-one. They have failed to establish a method for providing the NHTSA mandated software updates. The Fisker Owner's Association has attempted to fill the administrative delinquency but they are also not getting support. My complaint is based on the requirement that the manufacturer ensures I am not out of pocket for the cost of the remediation work to address the recalls and they have failed to provide a way for me to do this. As a result I have paid out of pocket to have them addressed. Attached is the invoice from a local garage for software updates ($495 labor) and water pump replacement ($325 labor + $31 parts).

I am writing to express my deep concerns regarding the ongoing issues that are being seen with the NHTSA recall campaign numbers 24V865000 and 24V623000.I hope this message finds you well. I am writing to formally express my concerns regarding the OTA (Over-the-Air) update process for my vehicle. The current OTA process is a disaster! The first update attempt was incomplete with only 1/3 of the update installing. This caused issues and all subsequent OTA attempts failed, causing me not to be able to drive it for days and weeks at a time for fear of my safety and that of others. Ultimately, this resulted in me paying for a tech to fly to TN to finish the update in person, and complete the water pump recall. Since I was left in a state of uncertainty regarding the functionality of my vehicle I became forced to pay roughly $1,000 out of pocket for a mandatory free recall. I have yet to be reimburse for any of this cost, and frankly this should not have happened if the OTA process worked AND there were more techs available in the US to help people. I supposedly now have all of the updates for the car and the water pump replaced and this was all supposed to be free. This is on top of the NEW 12V battery I had to buy (another near $300) in order to allow updates to be installed because of the unsafe update process. Lastly, I am deeply concerned about the limited number of service personnel available in the U.S., with only around 20 individuals servicing the entire country and merely 5 traveling nationwide to assist customers with undriveable vehicles. This scarcity is unacceptable and leads to extended wait times for necessary repairs and updates. I urge you to address these pressing issues with the OTA update process promptly.
