Fisker Group Inc (Fisker) is recalling all 2023 Ocean vehicles. The instrument panel displays the incorrect font size of the Brake, Park, and Antilock Brake System (ABS) warning lights, and displays certain warning lights in amber instead of red. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard numbers 135, "Light Vehicle Brake Systems" and 101, "Controls and Displays." Additionally, multiple warning lights fail to illuminate during the ignition cycle bulb check, failing to comply with the requirements of FMVSS 138 and 208.

SERVICE BRAKES
Potential Consequences:
First, the vehicle does not hold on any degree of incline. The vehicle comes with "strong regenerative braking", but when coming to a stop on a hill and taking one's foot off the accelerator, the vehicle drifts backward as if it were in neutral. It will continue backwards and gain speed, creating a danger to the driver and vehicles behind it. When one's foot is on the brake pedal and the driver switches from the brake pedal to the accelerator pedal, the car drifts backward and the accelerator pedal does not engage in drive mode until what seems like halfway into pressing it. When the vehicle finally goes forward, it lunges. We live in a mountainous environment, and I have already had two close calls where the vehicle drifted backward, as if in neutral, and the driver behind me honked his horn. There is no indication on the driver's display or any sound to identify this error. I have emailed the manufacturer and called them twice with no return message. I first noticed this problem on the day of delivery to my home: 11/17/2023. The action is reproducible at all times. The vehicle has not been inspected by the manufacturer, police, or insurance reps, but social media threads online point to this problem as common enough. The second problem is an ADAS warning light indicating a front collision collision fault and that emergency braking is not available. These lights are active even after a soft reset of the vehicle's software. These lights have been illuminated since delivery of the vehicle. When I called Fisker, the rep on the phone line indicated that this problem was common among customers and that a "future" software update would address it. This problem has also not been yet addressed by the manufacturer, an insurance company, or the police. This illuminated light MAY put others at risk; since it does not work, and I have not come close to a collision, I have no way of knowing the extent of the risk.

Potential Consequences:
I have noticed a number of times that when I push the stalk on the Fisker, which is supposed to move it from Drive to Park, that it has gone from Drive to Neutral. I have caught this happening probably 6 or so times in the 150 drives I have taken in the last two months. The solution has normally been that I take my foot off the brake and notice the car rolling backwards before getting out, put my foot back on the brake and then put it in park. On 12-12, I was in a bit of a rush, undid my seatbelt, grabbed my bag off the seat and then opened the door and got out. Within a split second, I was slammed by the door, rolled under the door and was knocked to the ground. The car continued to roll. I was able to get up, jump in the car, and stop it before it hit another car, but it just as easily could have been a person.

Potential Consequences:
On 12/4/23, I parked the vehicle in my garage after driving approximately 40 miles. A strong burning plastic smell was present upon exiting my vehicle. Smell was not apparent in my vehicle. Contacted Fisker that day and told to not drive it except to move it out of my garage away from home and told tech will be contact me that day or next. Created online service ticket on 12/6/23 after no contact by Fisker. On 12/8/23, Fisker contacted me about ADAS faults and updated rep on burning plastic smell. Rep noted file was not updated with this info. Rep indicated she would create ticket and I should hear from them shortly. No response ever received.

LATCHES/LOCKS/LINKAGES:HOOD:LATCH
Potential Consequences:
We took our brand new car on its first road trip and drove over 400 miles when the hood of the car suddenly flew up blocking our view while driving 55mph on 11/20/23. The hood bent forward hitting the front windshield leaving an etching of the Fisker logo on the glass but thankfully did not break it. The hood was bent up and dented, damaging the side fenders as well as the brackets. We were lucky to have avoided a major accident since the hood totally obstructed our view driving high speed on a highway. Our car has been at a Fisker facility and the supposed plan is to inspect and replace the hood, brackets, fenders and possibly the front windshield. We know of multiple others who had the same experience and actually spoke to someone who had the same accident days before ours. Fisker is fully aware. There were no warning lamps or alarms on the dashboard prior to the hood releasing and hitting the windshield. The hood is held on by two supposedly tightened bolts and does not appear to have a secondary safety latch.

I have experienced this issue 4 or 5 separate times. The issue seems to occur while driving over rough, uneven/bumpy roads. While driving over a bumpy road either with foot off of both pedals and regenerative braking engaged OR with foot on the brake pedal and actively/physically braking, suddenly and without warning the brake disengages and the car lurches forward with such force as to snap my head back into the headrest. I have been lucky that there were no pedestrians or other cars in front of me when these issues have occurred but unless it's fixed it's only a matter of time before it causes an accident. I have reported this issue to Fisker but have not heard back from them as to a fix. I have seen others reporting this issue as well in online forums such as Fiskerati.

I have reported this issue to Fisker but have not heard back from them as to a fix. I have seen others reporting this issue as well in online forums such as Fiskerati.

VEHICLE SPEED CONTROL
Potential Consequences:
I have experienced this issue 4 or 5 separate times. The issue seems to occur while driving over rough, uneven/bumpy roads. While driving over a bumpy road either with foot off of both pedals and regenerative braking engaged OR with foot on the brake pedal and actively/physically braking, suddenly and without warning the brake disengages and the car lurches forward with such force as to snap my head back into the headrest. I have been lucky that there were no pedestrians or other cars in front of me when these issues have occurred but unless it's fixed it's only a matter of time before it causes an accident. I have had Fisker for over a month now and it is not a drivable vehicle at the moment as it poses serious safety issues with numerous parts or functionality showing errors and suddenly not available. I would like these issues to be addressed ASAP within 30 days. There is no service center or service or place available where I can take this vehicle to showcase the issues and where the appropriate fixes can be done, which to my mind are non-available. There are many owners on Facebook and other blogs complaining about these issues. Yesterday, I was about to rear-end the vehicle in front due to regenerative braking not working. This vehicle is not fit to be permitted for sale, more so in working condition, creating safety issues. Many safety features stop working in the middle of the drive. If my complaint is not addressed within 7 days, I will be forced to initiate legal action and also informing NTSA about the issues. This vehicle is not safe to drive as the functionality suddenly disappears, the vehicle fails to go into gear, regenerative breaking stops functioning, Lane keeping assist stops functioning, not able to open the vehicle, and most of the time remote or FOB is not working rendering the vehicle inoperable. This vehicle has been delivered to make or sustain the company. The management and the company have no regard for passenger safety and just rushed the vehicle to market. It is not a safe vehicle, with more than 25 issues with its various features, quite a few of them being related to safety. Please contact me for any further deatils.
