Fisker Group Inc (Fisker) is recalling all 2023 Ocean vehicles. The instrument panel displays the incorrect font size of the Brake, Park, and Antilock Brake System (ABS) warning lights, and displays certain warning lights in amber instead of red. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard numbers 135, "Light Vehicle Brake Systems" and 101, "Controls and Displays." Additionally, multiple warning lights fail to illuminate during the ignition cycle bulb check, failing to comply with the requirements of FMVSS 138 and 208.

FORWARD COLLISION AVOIDANCE: ADAPTIVE CRUISE CONTROL
Potential Consequences:
Unannounced OTA update on 2/22/2025 left my vehicle undrivable and no longer operational by draining 12V battery and failed installation caused partial software update making the car no longer operational. The vehicle, now, shows it is stuck in neutral and doesn’t even sift any more. OTA update was supposedly addressing below recall related issues: 24V865000 (Regen Braking OTA-2.2) 24V405000 (Warning Lights OTA-2.1) 24V404000 (MCU/VCU Loss of Power OTA-2.1) For 24V499000 (Water pump) repair, I had to pay a repair shop to replace the parts directly even it was suppose to be paid by Fisker. My door handle issue (24V466000 (Door Handles)) still need to be addressed but not sure how and who will be addressing the issue. I will attach image showing all the warning lights that are on the car after the OTA update attempt.

Potential Consequences:
I was invited to an over the air update cohort six. I left my car at work for a couple of days so that my car would be connected to solid reliable Wi-Fi the car was great before the update. I was on 2.1. After the update the car indicated 2.2.(2/3) The main issue is unreliable ICC. Center screen is often times blank also experiencing trouble getting it to go into drive modes and sometimes the screen is diagonal. Also, tire pressure monitoring indicates malfunction and light is illuminated. And hill descend control fault light is illuminated when traveling over 17 miles an hour. My car is not reliable as sometimes have to fiddle with it as much as 45 minutes to get it to go into a drive mode I believe it’s because Hollywood mode is partially engaged and screen is slanted. it was at least partially functioning, but now becoming really unreliable.

The current OTA process, lasting 48 hours, is simply not feasible for those of us who rely on our vehicles for daily activities. The inability to use my vehicle during this window forced me to pay out of pocket for alternative transportation, which is both inconvenient and financially burdensome. Additionally, it has come to my attention that there have been numerous reports from fellow owners indicating that a significant percentage of vehicles (approximately 2%-5%) have become undrivable following these updates. This situation is alarming and raises concerns about the reliability of the updates being delivered. Moreover, the lengthy windows of 48 hours for updates, coupled with the expectation of partial updates requiring additional time, have left many of us in a state of uncertainty regarding the functionality of our vehicles and forced to pay out of pocket for a mandatory free recall. 24V499000 - Water Pump failure. Recalled item I have to pay out of pocket for replacement. $500.00 minimum expected out of pocket for the recall item to be replaced. Vehicle came to a slow crawl on a busy street and unable to safely move shoulder. Electrical connectors in front wheel well and rear wheel well improperly sealed causing connector corrosion and malfunctioning daytime running lights and turn signal indicators.

Potential Consequences:
This is regarding recall campaigns 24V466000 and 24V499000. Three problems: 1. The nearest service center that performs recall work is over 150 miles and 2.5 hours of travel time from my home. I have concerns that the failure cited for 24V499000 could occur during the the trip there, particularly in colder weather, leaving me stranded on the side of the road, and for that reason have put off the trip until it's warmer. Of course regardless of whether I wait for warm weather or not, continuing to drive my vehicle presents a safety risk for myself and others. The only other option I have is to for a mobile technician who comes to my home, but given the small number of such techs covering the entire country, that visit would be more than 2 months away and technician travel costs are not covered by the recall reimbursement amount that is being offered. 2. If I were to make the trip that's 2.5 hours, that repair shop has been unable to acquire the tools and parts to complete recall 24V466000. 3. There is as yet no means of requesting reimbursement for the cost of having recall repairs performed. As a result service organizations and mobile technicians are unwilling to do the work for free. As I understand it all costs of having a recall are to be borne by the auto manufacturer, in this case the trustee designated by the bankruptcy court. Clearly that is not happening. This situation is unacceptable and I would ask that your agency take all steps possible to see to it that owners such as myself can have these recalls addressed with a minimum of inconvenience and zero cost.
Corrective Action:

There is an active recall for this item, but no parts have been available since the recall announcement in June 2024.
